What we need:

Reporting to the Head of Health and Safety, the Senior Director, Construction Health and Safety provides strategic Health and Safety leadership and technical expertise across Digital Edge’s data center construction portfolio in APAC, working closely with Design & Engineering, Construction, Commissioning, Operations, and country leadership teams to establish Health and Safety standards, strengthen contractor Health and Safety capability and high-risk activity management, and continuously improve construction Health and Safety through capability building, assurance and lessons learned.

This role will be based in Singapore, with regular travel across Digital Edge’s regional portfolio.

Key responsibilities:

  • Act as the senior Health and Safety technical authority for construction across APAC, setting strategic direction and maintaining Health and Safety standards and assurance requirements for implementation by Regional, Country and Campus teams.

  • Work closely with Design & Engineering and Construction teams to strengthen Design for Safety (DfS) requirements and reviews, ensuring construction-related hazards are eliminated or mitigated through design before work commences.

  • Lead the continuous improvement of Health and Safety standards and assurance requirements for high-risk construction activities, including work at height, lifting operations, electrical works, energy isolation, temporary works, excavation, confined spaces, hot work, and other significant construction risks.

  • Define Health and Safety requirements for contractor prequalification, selection, mobilisation, onboarding, performance evaluation, and escalation, supporting consistent application by Construction and Country teams across the portfolio.

  • Define and maintain construction Health and Safety assurance frameworks, including risk-based inspections, audits and high-risk activity assurance, ensuring assurance activities are targeted according to project risk, maturity, performance and emerging trends.

  • Establish and monitor leading Health and Safety indicators and platform-level performance data to identify systemic gaps, emerging risks and trends, and translate these into improvements to standards, assurance priorities and capability programs.

  • Develop and oversee Health and Safety competency and training programs for Construction teams, including digital learning and practical onsite training, and define competency expectations for personnel involved in the planning, supervision and assurance of high-risk activities.

  • Provide technical Health and Safety leadership and assurance for construction and commissioning interfaces, including energisation, testing, simultaneous operations and other risks arising as projects transition towards operational environments.

  • Define Health and Safety requirements for project mobilisation and construction readiness, ensuring significant Health and Safety risks, contractor capability and critical controls are considered before major construction activities commence.

  • Evaluate emerging construction risks, technologies, engineering controls and industry practices, translating relevant improvements into Health and Safety standards and assurance requirements across the APAC portfolio.

  • Review construction Health and Safety incidents, including high-potential events, engage with senior leadership and present incident findings, corrective actions and lessons learned as required, and ensure learnings are incorporated into standards, training programs, assurance requirements, contractor expectations and future project practices.

  • Drive cross-country learning and continuous improvement, ensuring significant Health and Safety learnings, effective controls and good practices are systematically shared and adopted across Regional, Country and Campus teams.

  • Actively champion and implement the organization’s policies on health and safety, environment, energy, quality, information security, and business continuity, ensuring adherence to incident reporting, legal, and regulatory requirements.

The successful candidate:

  • 15+ years of progressive Health and Safety experience, including significant leadership experience across large-scale construction, commissioning, and/or major capital projects.
  • Proven experience in construction Health and Safety assurance and risk management within large-scale, complex, mission-critical or high-risk environments, including data centers, pharmaceutical, chemical, or process industries.
  • Strong technical understanding of high-risk construction activities and associated controls, including work at height, lifting operations, electrical works, energy isolation, temporary works, excavation, confined spaces, hot work, and other significant construction risks.
  • Strong understanding of contractor Health and Safety governance, including prequalification, mobilisation, competency, high-risk activity planning, performance management, and assurance.
  • Experience developing and implementing technical Health and Safety standards, assurance frameworks, leading indicators, competency frameworks, training programs, and portfolio-level programs.
  • Strong understanding of construction and commissioning interfaces, including energisation, testing, simultaneous operations, and the transition from construction towards operational environments.
  • Proven ability to influence senior Construction, Design & Engineering, Commissioning, contractor, and country leadership stakeholders and embed Health and Safety into project planning and decision-making.
  • Strong knowledge of international Health and Safety standards, risk management principles, and relevant regulatory requirements.
  • Demonstrated ability to provide Health and Safety leadership across multiple projects, countries, and differing construction risk environments, with regular travel across the region.
