What we need:

 

The CAPEX Procurement Specialist will be responsible for managing procurement activities related to capital expenditure (CAPEX) projects, including sourcing, tendering, contract negotiation, and supplier performance management. The role ensures timely, cost-effective, and compliant acquisition of equipment, materials, and services to support project execution. Collaborate closely with Engineering, Project Management, Finance, and Legal teams to ensure alignment with technical specifications and contractual requirements.

 

Key responsibilities:

  1. Sourcing & Tendering
  • Manage end-to-end procurement processes for CAPEX projects; LLE, Contractor, Specialist Contractors and Consultants.
  • Develop and execute sourcing strategies aligned with project timelines and budget targets.
  • Prepare and manage RFQs/RFPs, evaluate technical and commercial proposals, and lead negotiations with supplier, specifically for consultants
  • Conduct total cost of ownership (TCO) analysis and cost benchmarking.
  • Identify cost-saving and value-engineering opportunities.
  • Monitoring tender issuance and return, start from NDA, Bid invitation, tender doc issuance (technical, drawing, spec & BOQ), PTQ, meeting clarification/tender review, PTQ respond, addendum (if any) memorandum issuance monitoring & assurance technical doc, RIBA 0-6 requirement & issuance to Bidders.
  • Monitoring & controlling technical doc issuance and return, alignment for any update RIBA sequences & issuance to consultant,
  • Review and monitor TOP, Commercial Agreement & Service Level Agreement
  • Monitoring issuance of tech. & commercial tender report.
  • Tracking tender schedule and commercial construction
  • Managing negotiations and BAFO processes
  1. Purchase Order Processing
  • Monitoring budget approval to PO conversion
  • Budget verification and approvals
  • Payment term alignment
  • Prepare & issued LOI, LOA, PO, Contract
  1. Contract Management
  • Liaise contract review Legal vs vendor
  • Tracking contract routing incl. validity period
  • Managing amendments and variations
  1. Supplier Management
  • Vendor onboarding and Kick of Meeting for hand over
  • Relationship Management
  • Monitoring proc. execution during cons. Period
  • PMI Tracker for cost impact
  1. Coordination & Reporting
  • Internal stakeholder meetings
  • Budget tracking and cost control
  • Governance & compliance documentation
  • Actively champion and implement the organization’s policies on health & safety, environment, energy, quality, information security, and business continuity, ensuring adherence to incident reporting, legal, and regulatory requirements.

 

The successful candidate:

  • Bachelors degree in engineering, Business Administration, Economic or related field.
  • Minimum working experience: 3 5 years of experience in procurement, preferably handling CAPEX or project-based procurement
  • Strong knowledge of contract management and commercial negotiation.
  • Experience in Data Center, infrastructure, or construction sectors is preferred.
  • Strong analytical, negotiation, and stakeholder management skills.
  • Good understanding of technical drawings and specifications is a plus.
  • Fluent in English (written and spoken).
